addshore 58604f7441 vscode live share settings
By default while using vscode live share it is hard to work on
skins and extensions of mediawiki using the core repo as a project
base, as extensions and skins are included in .gitignore files.

Configuration of the sharing behaviour is possible and documented at
https://docs.microsoft.com/en-us/visualstudio/liveshare/reference/security

The files added in this commit mean that by default:
 - .gitignore files are treated in the default way for the system
   meaning they are hidden, but accessible.
 - core node_modules and vendor and shared and in the tree
 - extensions and skins are shared and in the tree

Extensions are distributed separately. Drop them into this directory and enable
as per the extension's installation instructions.

== Development Information ==

If you are a developer, you might want to fetch the extension tree in another
directory and make a symbolic link:

 mediawiki/extensions$ ln -s ../../extensions-trunk/FooBar

Most extensions are available through Git:
    https://phabricator.wikimedia.org/diffusion/MEXT/


Please note that under POSIX systems (Linux...), parent of a symbolic path
refers to the link source, NOT to the target! You should check the env
variable MW_INSTALL_PATH in case the extension is not in the default location.

The following code snippet lets you override the default path:

 $IP = getenv( 'MW_INSTALL_PATH' );
 if( $IP === false ) {
	$IP = __DIR__ . '/../..';
 }
